William Ernest Mackie was born August 3, 1927 in Chicago, Cook County, Illinois to Dr. Ernest Lloyd Mackie and Romagna Adeline Gallaway Mackie. He was the great-nephew of famed educator, Romana Riley. He always thought of himself as a native of Chapel Hill, Orange County, North Carolina where he grew up. He received his Bachelor's in political science and Ph.D. from the University of North Carolina, where he was a member of Phi Beta Kappa and served as Student Body President in 1950.

After service in the United States Navy, he taught British and European history at Virginia Tech from 1959 until his retirement in 1992. He was a longtime member of Christ Episcopal Church in Blacksburg, Montgomery County, Virginia.

Dr. Mackie died on October 4, 2006 in Blacksburg. Predeceased by his sister, Anne Mackie Fitzgibbon, Dr. Mackie was survived by his wife, Sally Osborne Mackie; two daughters, Christy Mackie and Linda Mackie Griggs; two grandchildren; and a niece, Kathleen "Kitty" Laura Fitzgibbon.
