US Presidential Cabinet Official. He served as the 23rd Director of the US Office of Management and Budget during the administration of President Jimmy Carter in 1977. Born Thomas Bertram Lance, his father served as president of Young Harris College, Bert attended the University of Georgia and later became familiar with the banking industry as he studied related courses at Louisiana State University and Rutgers University. After marrying, Lance got a job as clerk with his wife's family's business and quickly rose to president. After becoming involved in community affairs, he met Jimmy Carter at a meeting an the two became lifelong friends. He campaigned for Carter during his 1970 bid to become governor of Georgia and after his election, Lance was appointed Highway Department Director. While serving at this capacity, he implemented changes that drastically improved the once-foundering department which included securing contracts and managing staff more efficiently. After Carter was elected president in 1976, Lance was included as a member of the new administration's inner circle of advisers. Shortly prior to this, Lance became president of the National Bank of Georgia. Not long after becoming Director of the US Office of Management and Budget controversy began to swirl around Lance regarding stocks connected to the bank he was associated with. An investigation took place and although Lance was cleared of any legal wrongdoings, he resigned his position in order to spare the president from any further negative publicity. In later years, he worked as a consultant for several companies.
