United States Navy Admiral. He served as a Naval aide to President Harry Truman from 1948 to 1953, and was Commander in Chief of the United States Atlantic Fleet and United States Atlantic Command from 1960 to 1963. In that capacity he was responsible for the naval blockade of Cuba during the Cuban Missile Crisis.
