U.S. Congressman. He attended Middleburg Academy New York, studied law, was admitted to the bar in 1836 and commenced to practice law in Mount Vernon, Ohio. He was a assistant United States Marshal in 1839 and prosecuting attorney of Union County (1840-42). Moving to Iowa, in 1844, he was elected as a Democrat to the Thirty-fourth Congress (1855-57). An unsuccessful candidate for reelection, he was appointed by President Buchanan the 2nd Chief Justice of Nebraska Territory, in 1858 and served until his death at age 46. Hall County in Nebraska was named after him.
