U.S. Congressman. He graduated from Yale College in 1781, was preceptor of the academy at Albany in 1782 and a tutor at Yale College, (1783-86). He studied law, was admitted to the bar in 1786 and commenced to practice law in New Haven, Connecticut. He was New Haven City clerk (1789-1800) and clerk of the District and Circuit Courts of the United States for the District of Connecticut, (1790-1803). In 1803, he was elected as a Federalist to the Eighth Congress, serving until 1805. Declining to be a candidate for reelection, he served as an associate judge of the Superior Court, (1806-17), was Mayor of New Haven, Connecticut, in 1826 and served as president of the board of commissioners that located the Farmington Canal, (1822-30).
