U.S. Congressman. He attended Townsend College, studied law, was admitted to the bar in 1877 and commenced to practice law in New York City. He was justice of the fifth district court, (1887-93) and judge of the municipal court of New York City, (1888-1900). In 1901, he was elected as a Democrat to the Fifty-seventh Congress and to the next six succeeding Congresses, serving until 1915. He was again elected to the Sixty-sixth Congress, serving (1919-21). An unsuccessful candidate for reelection, he was appointed president of the New York City Board of Taxes and Assessments, serving until his death at age 73.
