Vermont Supreme Court Justice. He graduated from Williams College in 1810, studied law, was admitted to bar, and commenced practice in Rockingham, Vermont in 1814. A Democratic-Republican and later a Democrat, he served as Windham County State's Attorney and Judge of Probate. He was Secretary to Governors Cornelius Van Ness and Ezra Butler, and served as Adjutant General of the Vermont Militia from 1822 to 1824. From 1829 to 1841 he served as Vermont's US Attorney, and he was an unsuccessful US House candidate in 1833 and 1840. In 1843 he was President of the state constitutional convention, and he declined election to Vermont Supreme Court in order to run for Governor. He was an unsuccessful candidate for Governor in 1843, 1844 and 1845. Kellogg served in the Vermont House of Representatives in 1845, and was a Justice of the Vermont Supreme Court from 1845 to 1850. He moved to Brattleboro in 1854 and served as President of the Bellows Falls National Bank and a Trustee of the Vermont Asylum for the Insane. He was a Unionist during the Civil War and served as a Lincoln-Johnson presidential elector in 1864 and a Vermont State Senator from 1865 to 1866.
