Governor of Arizona (1937-1939). Elected Governor of Arizona in 1936, much of his administration was focused on combating the effects of the Great Depression. A Minimum Wage Law was enacted, unfair sales practices were outlawed, and the Federal Social Security Act was implimented. He did not seek reelection in 1938. He served on the Arizona Supreme Court from 1942 to 1953, serving as Chief Justice of the state from 1944 until his retirement in 1953.
