US Congressman, Presidential Cabinet Secretary. He graduated from Christian University, in 1872, studied law, was admitted to the bar and opened a private practice in Gallatin, Missouri. He was public administrator of Daviess County, president of the board of education of Gallatin, and a member of the Missouri State House of representatives. In addition, he was a hospital executive, Mayor of Gallatin, and judge of the seventh judicial circuit of Missouri. In 1907, he was elected as a Democrat to the Sixtieth and to the six succeeding Congresses until his resignation in 1919. He was then appointed Secretary of Commerce in the Cabinet of President Woodrow Wilson. After his term he served as a delegate to the Missouri State constitutional conventions.
