U.S. Congressman, U.S. Senator. He graduated from Yale College in 1775, studied law, was admitted to the bar in 1778 and practiced law in Middletown, Connecticut. He was a member of the Connecticut State General Assembly, (1789-96). In 1797, he was elected to the Fourth Congress to fill the vacancy caused by the resignation of Uriah Tracy and reelected to the seven succeeding Congresses, serving until 1810. He was then elected as a Federalist to the United States Senate to fill the vacancy caused by the resignation of James Hillhouse, serving (1810-21). After his term he was elected Mayor of Middletown in 1822 and was presiding judge of the Middlesex County Court, until his death at age 70.
