U.S. Congressman. Born in Colchester, New York, he was a school teacher, when he graduated from the Albany Law School in 1884, was admitted to the bar and opened a law practice in Princeton, Wisconsin, in 1887. He was elected District Attorney of Green Lake County in 1888, chairman of the Republican sixth district of Wisconsin in 1890 and City Attorney of Oshkosh, (1895-97). In 1897, he was elected as a Republican to the Fifty-fifth Congress and to the next seven succeeding Congresses, serving until 1913. In 1917, he was again elected to the Sixty-fifth Congress, serving until his death from heart disease at age 60 in Washington, D.C.
