United States Congressman. Mallory was the grandson of a militia officer killed during the American Revolution, and himself served as a naval officer before earning a medical degree at the University of Pennsylvania in 1831, thereafter beginning a medical practice in Norfolk. A member of the Whig Party, he served as the Representative from Virginia's 1st District from 1837 to 1839, and again from 1840 to 1843. He was also a member of the Virginia House of Delegates from 1854 to 1859.

Mallory was instrumental in establishing the Norfolk & Petersburg Railroad (now part of the Norfolk Southern Railway), and served as its President from 1853 to 1858. His namesake son Francis had worked as a construction engineer for the railroad, and was later killed in action commanding the 55th Virginia Infantry at the Battle of Chancellorsville.
