US Congressman. Born in Carolina, Puerto Rico, he attended the School of Engineering at the University of Pennsylvania and graduated from the College of Liberal Arts of the University of Puerto Rico at Rio Piedras, in 1914. He was keenly interested in the agricultural development of Puerto Rico, when he began his political career as a member of the municipal assembly of Carolina, Puerto Rico, serving as president of the assembly, (1928-32) and was appointed to the Puerto Rico Reconstruction Administration in 1935. He was one of the founders of the Popular Democratic Party, when elected to the Puerto Rico House of Representatives, serving (1940-44). In 1944, he was elected Resident Commissioner to the U.S. House of Representatives, where he served on the Committees of Agriculture, Insular and Interior Affairs. Piñero resigned as Resident Commissioner when President Harry S. Truman appointed him the first Puerto Rican Governor of the Island, serving (1946-48). He died at age 55 in Loiza, Puerto Rico.
