US Congressman. He graduated from the Louisiana State University, in 1888, from the law department of Tulane University, in 1890, was admitted to the bar in 1890 and commenced to practice law in Baton Rouge, Louisiana. He served as district attorney of the twenty-second judicial district of Louisiana, and was a district judge. In 1907, he was elected as a Democrat to the Sixtieth Congress, serving until 1909. An unsuccessful candidate for re-nomination, he was a member of the Louisiana State House of Representatives. He was again elected to the Sixty-seventh and Sixty-eighth Congresses, serving from 1921 to 1925. After his term he was elected judge of division B of the nineteenth judicial district court in 1926 and served until his death at age 66.
