U.S. Congressman. Born in Monticello, Indiana, he moved to Montana, in 1882, studied law, was admitted to the bar in 1884 and commenced practice in Bozeman, Montana. He was probate judge of Gallatin County, (1884-86) and a member of the Montana State constitutional convention in 1889. In 1893, he was elected as a Republican to the Fifty-third and Fifty-fourth Congresses, reelected as a Silver Republican to the Fifty-fifth Congress, serving until 1899. Declining to be a candidate for re-nomination, he resumed the practice of law, was a delegate to the Democratic National Convention in 1900 and was Extraordinary and Minister Plenipotentiary to Ecuador, (1913-22). In 1928, he was appointed judge of the twelfth judicial district of Montana, serving until his death at age 68 in Great Falls, Montana.
