U.S. Senator. He attended the University of Washington, the University of Oregon Law School, the Northwest College of Law, was admitted to the bar in 1917 and commenced to practice law in Portland, Oregon. During World War I, he served as a 2nd Lieutenant of Artillery U.S. Army, until 1919. After the war, he resumed the practice of law, was a member of the Oregon Relief Committee in 1932, the Oregon Relief Commission in 1933, the Oregon Liquor Control Commission, (1933-35) and chairman of School District No. 1 Civil Service Board, (1937-38). On November 8, 1938, he was elected as a Republican to the United States Senate to fill the vacancy caused by the resignation of Frederick Steiwer, serving until January 3, 1939. After leaving the Senate, he practiced law and was a member of the Oregon State House of Representatives, (1945-50).
