U.S. Congressman. He graduated from Castleton Seminary Vermont, taught school several years, studied law, was admitted to the bar in 1856 and commenced to practice law in Burlington, Iowa. Moving to Illinois, in 1860, he became the editor and publisher of the Prairie Beacon and was a member of the Illinois State House of Representatives, in 1864. Having been appointed by President Lincoln, as Secretary of the Territory of North Dakota, he located there and served in position (1865-69). In 1869, he was elected as a Republican to the Forty-first Congress, serving until 1871. An unsuccessful candidate for reelection, he returned to Dakota Territory and practiced law until his death. Spink County in South Dakota is named in his honor.
