US Congressman. He was elected as a Democrat to represent Louisiana's 2nd Congressional District in the United States House of Representatives, and served from 1895 to 1897. He was born in Durrheim, Germany, and emigrated to New Orleans, Louisiana with his family in 1852. He attended the Louisiana State Seminary and Military Academy at Alexandria, was admitted to the bar in 1867 and returned to New Orleans to practice law. He was a member of that city's school board for many years, and was city attorney from 1880 to 1884. In 1896 Buck refused to seek a second term in Congress and instead ran unsuccessfully for Mayor of New Orleans (and again in 1904). He was also a prominent Scottish Rite Freemason, serving as Grand Master of Louisiana (1887 to 1892) and as Grand Prior for the Mason's southern jurisdiction in the United States (1915 until his death).
