U.S. Congressman. He served in the United States House of Representatives, serving the State of Florida as a Republican from March 4, 1877 to February 20, 1879; January 22, 1881 to March 31, 1881; and June 1, 1882 to March 3, 1888. An unsuccessful candidate for reelection in 1888, he resumed the practice of law until his death at age 76. Eventually, Bisbee and his wife returned to Maine, and some of their children remained in Jacksonville. At the advent of the American Civil War, he enlisted into the 90th Regiment, Maine Volunteer Infantry, Union Army, rose to the rank of colonel, and was honorably mustered out of the service in March of 1863. Upon returning to his law studies after the war, he graduated from Tufts College in Massachusetts in 1863 and earned an A.M. degree in 1872 before being admitted to the bar in Chicago, Illinois, and commencing to practice law in Jacksonville, Florida. He was United States attorney for the northern district of Florida from 1869 to 1873. In May of 1872, while Governor Harrison Reed was facing impeachment, Bisbee was temporarily appointed, while he was still serving as a United States Attorney, for a few weeks as the eleventh Florida Attorney General by acting Governor Samuel T. Day. He spoke before the US House of Representatives on June 6, 1884, on "Jurisdiction of Circuit Courts."
