U.S. Congressman. He graduated from Monmouth College in 1876, studied law, was admitted to the bar in 1878 and commenced to practice law in Indianola, Iowa. Moving to Colorado, in 1881, he practiced law, was city attorney of Gunnison, (1882-83) and district attorney of the seventh judicial district of Colorado, (1885-93). Moving to Telluride, Colorado, in 1888, he was city attorney, (1890-98) and attorney of San Miguel County, (1890-1902). In 1903, he was elected as a Republican to the Fifty-eighth and Fifty-ninth Congresses, serving until 1907. Not a candidate for re-nomination, he resumed the practice of law and engaged in mining until his death.
