US Congressman. Born in Addison Township, Michigan, he attended Romeo and Oxford Academies, studied law, was admitted to the bar in 1864 and commenced to practice in Pontiac, Michigan. He was Pontiac City Attorney, (1866-67), circuit court commissioner for Oakland County, (1866-69) and a member of the Michigan State Senate, (1872-74). In 1877, he was elected as a Republican to the Forty-fifth and Forty-sixth Congresses, serving until 1881, when President Garfield appointed him consul general to Berlin and served until June 7, 1885. In 1887, he was again as a Republican elected to the Fiftieth and Fifty-first Congresses, serving until 1891. He declined to be a candidate for re-nomination, resumed the practice of law in Pontiac, Michigan and was delegate to the Republican National Convention in 1896. President William McKinley appointed him a member of the United States Civil Service Commission in 1898 and he served until his death at age 63 in Washington, D.C.
