Delaware Governor. He studied law, was admitted to the Bar and proceeded to practice law in New Castle, Delaware, in 1773. As a member of the Delaware Militia, he rose to rank of Colonel in command of the 1st Delaware Regiment, Continental Army, during the Revolutionary War. Being wounded at the Battle of Germantown, in 1777, he spent a year recovering, recruiting new soldiers in Wilmington and serving on Court Martial cases. After the war, he practiced law, entered politics and was elected as a Democrat-Republican the 16th Governor of Delaware, serving (1802-05). After leaving office, he served as Judge of the Delaware Sussex County Court of Common Pleas, in 1813 and operated a gunpowder business until his death at age 65.
