U.S. Senator, Maryland Governor. Educated in private schools, he studied law, was admitted to the bar in 1886 and commenced to practice law in Cambridge, Maryland. He was attorney for Dorchester County, (1892-98), comptroller of the treasury of Maryland, (1898-99) and collector of internal revenue, district of Maryland, (1902-11). In 1912, he was elected as a Republican the 47th Governor of Maryland, serving until 1916. While he was in office, the People's Court System for Baltimore County was established, highway improvements were sanctioned, the Workman's Compensation Commission was established and the home rule and referendum amendment were both enacted. Also, educational reform measures were authorized, which included teacher certification, mandatory school attendance and school terms were lengthened. After his term, he resumed the practice of law and was elected as a Republican to the United States Senate, serving (1929-35). Not a candidate for re-election, President Franklin Roosevelt appointed him to the director's board of the Federal Deposit Insurance Corporation and he served until his death at age 81.
