U.S. Continental Congressman. He studied law at the Inner Temple, England, was admitted to the bar in 1754 and commenced to practice law in London, (1755-59). Returning to the Colonies, he graduated from the Philadelphia College, in 1760 and practiced law at Cambridge, Maryland. He was High Sheriff of Dorchester County, (1761-65), burgess to the Maryland Assembly, in 1765 and Attorney General of Maryland, in 1766. In 1774, he was appointed a member of the First Continental Congress, serving until 1776. Before retiring from politics, he was a member of the convention of the Province of Maryland, which was called to frame a constitution and a member of the Maryland State Senate, in 1777. He died on his estate at age 55.
