U.S. Congressman. He attended the University of Maryland School of Medicine, graduated with medical degree from the College of Physicians and Surgeons New York City, in 1882 and proceeded to practice medicine in Baltimore, Maryland. In 1897, he was elected as a Republican to the Fifty-fifth Congress, serving until 1899. Not a candidate for re-nomination, he resumed the practice of medicine and was a delegate to the Republican National Conventions, (1904, 08). He died in Delaware, at age 70 while en route to his home from a trip to South America.
