U.S. Congressman. He studied law, was admitted to the bar in 1888 and commenced to practice law in Georgetown, Delaware. He was a member of the Delaware National Guard, (1890-95) and owner-publisher of the Sussex Republican. In addition, President William McKinley appointed him collector of customs for the district of Delaware, (1900-04) and served as Assistant Attorney General of Delaware, (1920-24). In 1925, he was elected as a Republican to the Sixty-ninth and to the three succeeding Congresses, serving until 1933. After leaving Congress, he again served as Assistant Attorney General of Delaware, (1933-35), then retired from politics and resumed his career as a publisher until his death.
