US Congressman. He graduated from the law department of the University of Tennessee at Knoxville in 1909, was admitted to the bar and commenced to practice law in Memphis, Tennessee. He was assistant district attorney general in 1916 and a member of the Tennessee State House of Representatives in 1917. During World War I, he served as a Captain in the 114th Field Artillery, 13th Division, American Expeditionary Forces, US Army, (1917-19). In 1935, he was elected as a Democrat to the Seventy-fourth, Seventy-fifth, and Seventy-sixth Congresses and served until his resignation in 1940. After his resignation, he was elected Mayor of Memphis and served, (1940-46). He then resumed the practice of law, was temporary president of the Tennessee constitutional convention, in 1953 and was again Mayor of Memphis in 1955.
