US Senator, US Congressman, Governor of Maryland. He was a Democratic-Republican politician from Maryland, who served over forty years in elected offices. He served in the US Senate from 1801 to 1806 and as Governor of Maryland from 1806 to 1809. He also served in the House of Representatives from 1810 to 1817 and from 1821 to 1823. After attending local schools, he was educated in what is now Washington College, studying law and being admitted to the bar in 1773. During the American Revolution, he fought in several battles and was discharged at the rank of captain in 1777. The same year, he entered politics, serving as a member of the Maryland House of Delegates and the State Senator, before becoming a United States Senator. In 1806, he was elected governor of Maryland, serving three terms. While he was governor, a bill was passed allowing him to purchase arms for the state militia and build a road to Ohio. He resigned the governorship on May 6, 1809 in hope of obtaining a position on the Maryland Court of Appeals, but he did not get the appointment. At that point, he was elected to the United States House of Representatives in 1810 remaining until 1817. He was an unsuccessful candidate in the next election but returned to Congress in 1821, leaving 1823. After leaving Congress, he served as Assistant Justice from the Second District from 1823 until his death. He married three times and had six children with his first wife and one with his second. His last marriage was in 1822 in Washington, DC and no children born to this union.
