Religious Leader. He was the son and fourth child of Jean-Claude Panet and Marie-Louise Barolet. His father was a legal representative and a judge under both the French and English regimes. Bernard chose the religious path at the end of his studies in the Seminaire de Quebec. He was ordained a Priest of Quebec on October 25, 1778. He would teach philosophy at the Seminaire prior to being put in charge of the parishes of Batiscan, Champlain, and Sainte-Genevieve de Batiscan in 1780. A year later, he would become the parish priest for the parish of Riviere-Ouelle, which he served in appeasing the political troubles resulting from the American invasion attempt a few years earlier.

He was later appointed Coadjutor Bishop of Quebec on July 12, 1806, by Monsignor Plessis Archbishop of Quebec, ordained Bishop Coadjutor Bishop of Quebec on April 19, 1807, under the reign of Pope Pius VII, appointed Coadjutor Archbishop of Quebec on January 12, 1819, after the departure of Mgr Plessis for Europe, and at the age of 73, succeeded Archbishop of Quebec on December 4, 1825.

He died on February 14, 1833, while still the Archbishop of Quebec.
