U.S. Congressman. Born the great-great-nephew of Senator John Hemphill, he graduated from the University of South Carolina in 1936, from the law school of the same university in 1938, was admitted to the bar and commenced the practice of law in Chester, South Carolina. During World War II, he served as a bomber pilot in the U.S. Army Air Corps. After the war, he was a member of South Carolina State House of Representatives, (1947-48) and a solicitor of the Sixth South Carolina Judicial Circuit, (1951-56). In 1957, he was elected as a Democrat to the Eighty-fifth Congress and to the next three succeeding Congresses, serving until 1964. After leaving Congress, he was appointed United States district judge of South Carolina and served until his death.
