U.S. Congressman. He graduated from Muskingum College, in 1911, from the law department of Western Reserve University, in 1914, was admitted to the bar and commenced to practice law in St. Clairsville, Ohio. Entering politics, he was a member of the Ohio State Senate, (1927-28, 31-34) and a member of the Interstate Commission on Conflicting Taxation of the American Legislators Association, (1931-35). In 1939, he was elected as a Republican to the Seventy-sixth Congress, serving until 1941. He was again elected to the Seventy-eighth, Seventy-ninth, and Eightieth Congresses, serving (1943-49). An unsuccessful candidate for reelection, he resumed the practice of law and served as trustee of Muskingum College until his death.
