Presidential Cabinet Secretary, U.S. Senator. Born in Wales, England, he immigrated to Pennsylvania, with his parents in 1881. He attended Business College, apprenticed as a puddler in the steel industry, moved to Indiana, in 1893 and worked in steel the mills. There he worked in offices of the Amalgamated Association of Iron, Steel and Tin Workers of America, was city clerk of Elwood, Indiana, (1898-1902) and recorder of Madison County, (1903-07). Moving to Pittsburgh, Pennsylvania, in 1907, he engaged in organizational work for the Loyal Order of Moose and chairman of the Loyal Order of Moose War Relief Commission in 1918. Appointed Secretary of Labor by President Warren Harding, reappointed by Presidents Calvin Coolidge and Herbert Hoover, serving until (1921-30). In 1930, he was elected as a Republican to the United States Senate to fill the vacancy caused by the refusal of the Senate, reelected in 1932, serving until 1945. Unsuccessful candidate for reelection, he resumed his previous business interest until his death heart attack at age 74 in Takoma Park, Maryland.
