10th Premier of Quebec. A member of the Conservative Party, he served in this position from May 1896 until May 1897. Born in Percé, Canada East (now part of the Quebec Province), he studied law at the Université Laval in Quebec City, Quebec, Canada, and graduated in 1873. That same year, he was called to the bar and began practicing law near his home town. In May 1878 he entered politics as a member of the Liberal Party and was elected to the Legislative Assembly of Quebec for Gaspé. The following year, he switched to the Conservative Party and served until June 1890 and again from March 1892 until December 1900. In 1896 he became the leader of the Conservative Party and succeeded Louis-Oliver Taillon as Premier. During his tenure, he focused on public works and improving primary education and pay for teachers. The following year, the Liberal Party defeated his Conservative government at the polls and he was succeeded by Felix-Gabriel Marchand. After leaving office, he became Leader of the Opposition in the Quebec Legislature and in December 1900 he was elected to the Legislative Assembly of Quebec for Nicolet, serving until November 1904. In 1914 he was appointed as a Superior Court Judge in the district of Beauce and six years later he became Judge of the Court of King's Bench, serving in that position until his death in Quebec City at the age of 79.
