U.S. Congressman, U.S. Senator. While working as a logger and a court reporter, he studied law, was admitted to the bar in 1898 and commenced to practice law in Superior, Wisconsin. Entering politics, he was a member of the Wisconsin State Assembly (1901-07). In 1909, he was elected as a Republican to the Sixty-first Congress and to the next four succeeding Congresses, serving until he resigned in 1918. After leaving Congress, he was elected as a Republican to the U.S. Senate to fill the vacancy caused by the death of Paul O. Husting, serving 1918-27. An unsuccessful candidate for re-nomination, he was appointed judge of the U.S. Court of Customs and Patent Appeals by President Herbert Hoover in 1929 and served until his retirement in 1944.
