West Virginia Governor. After studying law, he was admitted to the bar, entered politics and was elected to the West Virginia House of Delegates, in 1870. He also served as a member of the West Virginia State Senate, in 1872 and was once again elected to the House of Delegates, serving 1881-83. In 1885, he was elected as a Democrat the 7th Governor of West Virginia, serving five terms until 1890. As Governor, he offered protections for laborers, miners, plus continued his opposition to monopolies and fought political corruption. Not seeking reelection due to election disputes, he was unsuccessful in running for Congress and went on to practice law until his death.
