US Navy Peacetime Medal of Honor Recipient. He served as a Seaman First Class in the United States Navy. He was awarded the Medal of Honor for his bravery on January 25, 1905. His citation reads, "While serving aboard the "USS Iowa," Behnke displayed extraordinary heroism at the time of the blowing out of the manhole plate of boiler D on board that vessel." His Medal was issued on March 20, 1905.
