World War I Medal of Honor recipient. Born in Person County, North Carolina, he served in the United States Army during World War I as a Private in Company K, 119th Infantry, 30th Division. He was awarded the CMOH for his bravery near St. Souplet, France, on October 11, 1918. His citation reads "When his platoon was almost surrounded by the enemy and his platoon commander asked for volunteers to carry a message calling for reinforcements, Pvt. Blackwell volunteered for this mission, well knowing the extreme danger connected with it. In attempting to get through the heavy shell and machinegun fire this gallant soldier was killed". His Medal of Honor was posthumously awarded in 1919 and and was the only one accredited to the state of North Carolina for World War I service.
