Son of Major Harry Toulmin (1819-1870) and Frances Biddle (Priestley) Toulmin, Priestley Toulmin earned a degree in mining engineering from Lehigh University in Bethlehem, Pa. He settled in Alabama, where he ran and managed coal mines. He was married twice: first, to Grace Chewning, with whom he had a son, Priestley Chewning Toulmin, and second, to Martha Dabney, daughter of Birmingham physician Dr. John Dabney and Virginia Grant Dabney.

On his mother's side, Priestley traced his ancestry to the great scientist Joseph Priestley; on his father's to pioneering Alabama federal judge Harry Toulmin.
