The son of John Cross Batte and Jane Nicholson; born in Virginia. Came to Jefferson, Marion County from Titus County according to census, land records and slave schedules. W. C. owned extensive acreage in Red River, Titus and Marion counties.

Served in the Ninth Texas Legislature starting in 1861 as Senator from Red River and Titus counties as a Democrat. Was also a Texas Secession Delegate in the Ordinance of Secession of Texas in 1861. According to the official records special orders from Hdqrs. Texas State Troops from Austin, Texas when Texas joined the Confederacy:

..."The seventh military district, composed of the counties of Lamar, Red River, Bowie, Hopkins, Titus, Cass and Marion will furnish one regiment of mounted troops to be organized under the superintendence of Colonel W. C. Batte, of Titus, aide-de-camp to the governor [of Texas]." W.C.'s son, Richard, would also fight for the CSA.

Married Francis A. Grigg on January 16, 1837 in Sussex, Virginia. She died on December 3, 1852 and is enumerated with W. C. below:

On August 21, 1863, W. C. Married Cecilia Beverly Darby and two children with her, Hattie Lee and Cecilia. Cecilia the mother, died on February 17, 1868 and Cecilia the baby died on February 20 1868 at age 5 days.
