Civil War Atlanta Mayor. As the mayor of Atlanta during the Civil War, he formally surrendered the city to the Union Army on September 2, 1864. When told to put his statement of surrender in writing, he wrote, "Sir: The fortune of war has placed Atlanta in your hands. As mayor of the city I ask protection of non-combatants and private property."
