Indian Wars Medal of Honor Recipient. He served during the Civil War first as a Corporal in Company E, 2nd Minnesota Volunteer Infantry, then as a 1st Lieutenant in the 1st Minnesota Volunteer Heavy Artillery. He was made a prisoner of war at the September 1863 Battle of Chickamauga, Georgia, and was held in captivity for a year. During the Indian Wars, he served as a Captain in command of E Troop, 2nd United States Cavalry stationed at Fort Keogh, Montana. On April 1, 1880, he and his troops came across a large group of hostile Ogallala Sioux near O'Fallon's Creek. Surprising the Indians in their position and fighting until dark, Captain Huggins displayed gallantry in executing victory of the enemy under difficult conditions. He was awarded the Medal of Honor on November 27, 1894. He remained in the Army, rising to the rank of Colonel while on active duty. He retired a Brigadier General in 1903.
