Celestino Casillas y Gómez was the son of Eustaquio Casillas y Tolosa and María Concepción Gómez y Peña. He married Paulina Gómez y Luna on March 17, 1917, at Valle de Guadalupe, Jalisco, México. Since he worked for the railroad, he obtained passage for his wife and children to Santa Monica in early 1920 to escape the turmoil of the Mexican Revolution (1911-20).
