Indiana Governor. After attending Pennsylvania College, he studied law, was admitted to the bar in 1839 and opened a legal practice in Gettysburg, Pennsylvania. Moving to Indiana, he was a member to the Indiana House of Representatives, in 1845. During the Civil War, he served as a Colonel in command of the 1st Cavalry Regiment of Indiana Volunteers, Union Army. After the war, he was elected as a Republican Lieutenant Governor of Indiana, in 1865. When Governor Morton resigned upon being elected to the U.S. Senate in 1867, Baker assumed the duties as the 15th Governor of Indiana, serving until 1873. While in office, a state normal school for juvenile offenders was established, plus a soldier's home and a women's prison was planned. After his term, he retired from public office and practiced law until his death at age 68.
