U.S. Congressman. He graduated from Brown University, in 1908, from the law department of Harvard University, in 1911, relocated to New York, was admitted to bar and commenced the practice of law in New York City. He was secretary to the Democratic members of the New York State constitutional convention in 1915, a member of the New York State Assembly, (1920 to 1923) and legislative secretary for the Child Welfare Commission, (1921 to 1922). He also was a member of the legislative committee on the revision of the corporation laws of New York, (1922 to 1923). In 1923, he was elected as a Democrat to the Sixty-eighth Congress to fill the vacancy caused by the death of W. Bourke Cockran, reelected to the Sixty-ninth Congress and to the next six succeeding Congresses, serving until 1939. An unsuccessful candidate for reelection, he engaged in the practice of law until his death.
