Military commander and lawyer. He commanded a company under Andrew Jackson when he was 19 years old during the War of 1812. In the Seminole War in Florida, 1818, he was a Captain of a volunteer regiment. He was promoted to Brigadier General and led a volunteer group of Tennesseans ready to go fight in Texas against the Mexicans in 1836, but the victory at San Jacinto made it unnecessary. Appointed by Texas President Mirabeau Lamar as Treasurer in 1838, Richard hand-signed their currency and bond issues, and later served as Ambassador of the Republic of Texas (Minister Plenipotentiary and Envoy Extraordinary) to the United States.
On May 22, 1840, R.G. Dunlap married Mary Louisa Winn, a daughter of Timothy Winn and Rebecca Dulany, of Washington, D.C.
Mary's sister, Eliza Rebecca Winn, was married to Richard's cousin, Powhatan Ellis of Mississippi, who was Minister to Mexico from the United States.
Richard died without issue Jun 22, 1841.

At 19 years of age he commanded a company of volunteers under Jackson at Mobile and Pensacola. A captain of volunteers in the war against the Florida Indians. A Brigadier General of volunteers called to meet threatened difficulties on the Mexican frontier. Member of the legislature of 1831 and 1833 from Knox Co. He was the author of the statute under which a system of public schools was first established in Tennessee. Member of the cabinet of President Lamar of Texas. Minister from that republic to the United States. He died on his return from that mission before reaching the meridian of his life or of his usefulness.
