Hugh W Dunlap was born in Knox Co. Tennessee on February 25, 1798 with his twin brother, William Claiborne Dunlap. He moved with his parents to Roane County sometime after 1812, then to Henry County in 1820. A lawyer, he served as trustee of Paris Academy in 1825. He served as attorney general for the 13th judicial circuit from 1826 to 1829, and served as Grand Master of the Grand Lodge of Tennessee of the Free and Accepted Masons, 1829-30. He was married to Susannah Warfield McKiernan on February 9, 1830. Hugh served in the 18th Tennessee General Assembly representing Henry and Weakley counties, 1829-31. He moved to Raymond, Mississippi, where he established a law practice and served a term in the Mississippi legislature. Later, he moved to Monroe Parish, Louisiana where he established a plantation named Tuscumbia on the west bank of the Mississippi river opposite Vicksburg. He served as Lieutenant Colonel of the 5th Louisiana Volunteers during the Mexican War.
Susannah died sometime after 1840, and Hugh married Susan (Carr) Kerr on July 19, 1847. She was a cousin of Mary Todd, a Kentucky belle who married an Illinois lawyer, Abraham Lincoln. It seems that the marriage became contentious, and Hugh was spending time away from home in New Orleans when he became ill. He died there of Cholera on March 27, 1849. His body was transported by river to Paris, Henry County, Tennessee, where he is buried in the Hugh Dunlap lot in the Paris City Cemetery.
