Continental Congressman. He was a Continental Congressman and signer and framer of the Articles of Confederation. As a delegate from Virginia, Banister attended a private school located in Wakefield, England, in his early years. He graduated in law from the Temple in London. Upon his return to the American Colonies, he practiced law in Petersburg, Virginia. He was a member of the Virginia House of Burgesses from 1765 to 1775 and a member of the Virginia Conventions of 1775 and 1776. He attended Patrick Henry's Liberty or Death Speech in 1775. He served in the Virginia House of Delegates in 1776, 1777, and 1781 to 1783. During the Revolutionary War, he served as major and lieutenant colonel of the Virginia Militia. Afterward, he became the first mayor of Petersburg, Virginia, in 1784. He died on his estate in 1788 and was buried in the family burying ground on his Hatcher's Run Estate "Martins."
