A native of Cassano d'Adda, Province of Milan, Italy, Monsignor Teofano Ubaldo Stella OCD., was raised in Messina, Sicily, where his father was shifted as a railway worker. Entering seminary there, in 1925 his father was assigned to northern Italy, taking up residence at Boffalora sopra Ticino. Moving to the Seminary of Monza, Ubaldo soon joined the Carmelite Discalced Fathers and was ordained to the priesthood at 22 years of age on October 28, 1932.

Moving to Ethiopia as a military chaplain and later to India as a missionary, in 1940 he was interned in a British prison camp, where he was held until 1946. Back in Italy, he set out for Kuwait, founding a mission there in 1948. In recognition, Pope Pius XII appointed him superior of Kuwait on June 29, 1953, and later the First Apostolic Vicar on June 4, 1955, receiving his episcopal consecration with the Titular See of Antaeopolis on October 3, 1955, from Cardinal Giovanni Battista Montini, assisted by Bishops Tarcisio Vincenzo Benedetti OCD., and Vincent Victor Dereere OCD.

During his episcopate, the Holy Family Cathedral of Kuwait City was built, the foundation stone being laid in 1957. The cathedral was consecrated by Bishop Stella himself on March 16, 1961.

Resigning from office due to health reasons in 1966, he tried to move to Texas in 1974, but due to a serious illness, had to spend his last years in Milan, where he passed away in a clinic on November 9, 1978, aged 68. In accordance with his wishes, his body was interred at the cemetery of Boffalora sopra Ticino.
