Attorney and Civic Leader of Los Angeles, California. President of the Los Angeles City Council from 1902 to 1904, he represented the Fifth Ward from 1900 to 1904. He later served as a City Parks Commissioner, and he is especially remembered for promoting the preservation and development of Exposition Park. In 1910 he was one of the government officials who laid the cornerstone for the building of the Natural History Museum at Exposition Park. The son of Peter and Chloe (Miller) Bowen of Indiana, he attended Drake University in Des Moines, Iowa, and came to California in 1894. With James G. Scarborough, he was a partner in the law firm of Scarborough and Bowen. In addition to his time on the City Council and the Parks Commission, he served on the Public Utilities Commission and the City Planning Commission. Husband of Louise A. (Martin) Bowen, he was a devout Methodist, a Sunday School teacher, and an active member of the ASPCA.
