Julia Page was born July 7, 1824 in Rutland, Vermont, daughter of William and Cyntia A. (Hickock) Page.

She was the wife of Newton Kellogg, whom she married in Rutland, on May 30, 1855.

She was the sister of John Boardman Page, 30th Governor of Vermont, as well as President of The Rutland Railroad and Allotment Commissioner for The United States Government during The Civil War.

She died in Rutland on October 17, 1890. While most of her family is buried in The spacious Page family Plot at Evergreen Cemetery, Rutland, Julia is interred with her husbands family in the cemetery of the same name in Pittsford.
